The second is the personal comprehensive travel insurance that any prudent traveler to a remote island destination should carry regardless of what any government requires. Both matter, and neither replaces the other.

The mandatory ZIC inbound insurance scheme

Zanzibar introduced a compulsory inbound travel insurance requirement for all arriving visitors. The scheme is operated by the Zanzibar Insurance Corporation, the state-backed insurer, and it applies to all foreign nationals entering the Zanzibar Archipelago whether by air or sea.

The insurance can be purchased online in advance of travel via the official Zanzibar tourism and ZIC portals, or at the point of arrival at Abeid Amani Karume International Airport in Zanzibar City. Payment is made in US dollars or by card. On purchase you receive a certificate or digital proof of cover, which may be checked by immigration officials.

The ZIC scheme is designed to provide a basic safety net for visitors and to ensure that emergency medical costs do not fall entirely on the public health system. It covers a defined set of scenarios including emergency medical treatment for accidents and illness during the stay.

Why you still need personal travel insurance

The mandatory ZIC scheme provides a baseline, but it is not a comprehensive travel insurance policy. The limits, exclusions, and scope of the mandatory coverage are not equivalent to what a purpose-built personal travel insurance policy provides. Travelers who assume the ZIC cover is sufficient risk significant financial exposure in several common scenarios.

Medical evacuation is the most financially serious risk. Zanzibar has medical facilities — the Mnazi Mmoja Hospital in Zanzibar City handles emergencies, and there are private clinics in Stone Town and Nungwi — but for serious trauma, cardiac events, or complex surgical needs, medical evacuation to Dar es Salaam or Nairobi may be necessary. Medical evacuation flights are extremely expensive. A policy with emergency medical evacuation cover, with a sufficiently high limit, is not optional for anyone traveling to a destination where the nearest major hospital is across the water.

Trip cancellation and curtailment cover reimburses you for prepaid non-refundable costs — flights, hotels, safari bookings — if you have to cancel or cut your trip short due to illness, injury, bereavement, or other covered events. Given the cost of many Zanzibar packages, particularly those including long-haul flights and luxury beach resorts, this protection is highly valuable.

Diving cover: a specific and important gap

Premiums vary based on your nationality, age, trip length, and the activities you declare. Declaring activities honestly — including diving, motorcycle riding, or any adventure sports you may try — is important: failure to declare relevant activities can invalidate your claim.
